Larry Lucas

Having led some of the most successful horse racing and gaming projects in the world, Larry Lucas is an experienced entrepreneur who specializes in development, project management and legislative affairs.

Most recently, he led the winning effort to secure Kentucky’s ninth and final horse racing license, earning support from local elected officials, legislators and regulators. Sandy’s Racing & Gaming opened its gaming facility in October 2023, with additional development, including Kentucky’s only quarter horse racetrack, expected to open in 2025.

He previously organized and managed a team of experts in Virginia, which successfully lobbied legislators to change laws around horse racing and wagering. That work led to the purchase, redevelopment and re-opening of a long-abandoned thoroughbred racetrack and the development of numerous historic horse racing facilities across the state and, ultimately, the sale of those properties to Churchill Downs for $2.5 billion.

He served as Chairman of ELS Gaming and of NASDAQ-listed UBET. He led UBET to become the nation’s largest online wagering company and the largest provider of horse racing content, growing revenues from $30M to $200M before it was sold to Churchill Downs. He has also led successful gaming and racing projects in Panama, Argentina, Brazil, Colombia, Mexico and Croatia.
